Transitional Justice for Ukraine: Challenges and Possibilities

The war waged by Russia against Ukraine has led to a host of human rights violations, ranging from massacres in Bucha and other localities to forced relocation of Ukrainian citizens to Russia. As of January 30, 2023, there were over eight million refugees from Ukraine across Europe and North America, most of whom are women and children. What might affect our ability to prosecute the soldiers and political leaders responsible for Russia's war in Ukraine and related crimes? Which national, international, or hybrid courts should and could hear these cases? And what kind of methods other than court trials should we consider in dealing with the legacies of this war? Adopting a transitional justice perspective, this lecture argues that not only the Ukrainians but also the international community should make sure that impunity is addressed with a carefully constructed package of reckoning policies.
