Five–Country Ministerial | The Brian Mulroney Institute of Government

The Five Eyes community is an intelligence alliance comprised of Australia, Canada, New Zealand, the United Kingdom, and the United States and their respective security ministers, who meet to discuss collaboration opportunities through the Five-Country Ministerial forum.
These forums are centered around public safety and national security issues pertinent to the Five Eyes Partners.
Canada is represented by the Minister of Public Safety and Emergency Preparedness Canada and the Minister of Immigration, Refugees and Citizenship Canada.
The Five-Country Ministerial officially began in 2013 and engages in annual joint meetings between the security ministers and the five Attorney Generals (known as the Quintet) to discuss legal matters of importance.
Two members of the Five Eyes (US and UK) unofficially conducted code-breaking meetings during the Second World War, but began officially hosting international ministerial forums in 2013.
The Five Eyes alliance is one of the world's most unified multilateral arrangements and stand out from other arrangements because of the diversity in societies and governing systems but are all bound by a common language (English).
