  • In 2007, Prime Minister Stephen Harper announced a plan called the Justice at Last: Specific Claims Action Plan, which included plans to accelerate specific claims for Indigenous peoples, to make the process fair, transparent, and faster (while not sacrificing quality), and to implement the Specific Claims Tribunal Act.
